Indian intelligence agencies have uncovered a terror plot planned by Pakistan’s intelligence agency, the Inter-Services Intelligence (ISI), sources revealed. The plan was underway even before the Pahalgam killings took place.
The investigation made a significant breakthrough with the arrest of Ansarul Mian Ansari, an ISI agent of Nepali origin, at a hotel in Delhi. According to officials, Ansari had entered India from Pakistan via Nepal, acting on ISI instructions. He was preparing to return to Pakistan when authorities apprehended him.

Ansari’s arrest was the result of a coordinated operation conducted by central intelligence agencies and the Delhi Police Special Cell between January and March 2025. During interrogation, Ansari provided information about the ISI’s espionage network and admitted to collecting and transmitting military documents to Pakistan. Forensic examination of the recovered documents confirmed they pertained to the Indian Armed Forces. Investigators also seized electronic evidence linked to the case. Sources revealed that Ansari initially came into contact with an ISI handler while working as a cab driver in Qatar. He was later taken to Pakistan, where ISI operatives trained him before deploying him back to India.

Following Ansari’s revelations, authorities arrested another suspect, Akhlaq Azam, in Ranchi. Azam is accused of aiding Ansari in passing sensitive information to ISI officials in Pakistan. He reportedly played a significant role in gathering and transferring army documents. Officials believe that dismantling this ISI cell in Delhi prevented a potential attack on Indian territory.

In the wake of the Pahalgam attack, where 26 civilians lost their lives, security forces have intensified counter-terrorism operations. Their focus includes militants in Jammu and Kashmir as well as sleeper cells in urban centres across India. Recently, several such modules have been disrupted, with numerous operatives and spies apprehended during a “pan-India sweep” aimed at neutralising terror threats backed by Pakistan.
