Bengaluru has been ranked the second most congested city in the world, according to the TomTom Traffic Index 2025. The index, released by the Dutch location technology company TomTom, studied traffic conditions in nearly 500 cities across the globe.
The report found that only 34 cities recorded faster inner-city travel times compared to 2024.
Mexico City ranked first with a congestion score of 75.9%, followed closely by Bengaluru at 74.4%.
Dublin secured the third spot with a congestion score of 72.9%. Polish cities Lodz and Lublin ranked fourth and sixth, while Pune stood fifth with a score of 71.1%.
The report showed that Bengaluru commuters lose around 168 hours every year during rush hour. Pune residents lose about 152 hours annually. Pune’s congestion score increased by 5.4 percentage points compared to last year, while Bengaluru’s score rose by 1.7 points.
Cities such as Bogota in Colombia, Arequipa and Lima in Peru, and Bangkok in Thailand also featured among the world’s ten most congested cities. While congestion levels dropped slightly in Mexico City, traffic conditions worsened in many other parts of the world.
Globally, congestion increased from 20% to 25%, showing a rise of five percentage points.
India was ranked the second most congested country in Asia, after the Philippines. Within India, New Delhi ranked fourth, with congestion levels increasing by 3.5 points from last year.
According to the report, the index measures congestion, travel speed, and journey time using global trip data covering over 3.65 trillion kilometres of road travel worldwide.
