China has stopped several efforts at the United Nations Security Council (UNSC) to ban or label Pakistan-based terrorists as global terrorists. These proposals aimed to take action against people involved in terror attacks in India. According to The Economic Times, India’s National Investigation Agency (NIA) has prepared a detailed report, or dossier, showing how these terrorists played key roles in attacks across the country.

The report also mentions that China blocked action against five known members of terror groups Jaish-e-Mohammad and Lashkar-e-Taiba. These groups have been linked to many attacks in India.Five terrorists of Jaish-e-Mohammad and Lashkar-e-Taiba are-

Abdul Rauf Asghar is a senior leader of Jaish-e-Mohammad (JeM). He played a key role in several major terror attacks in India, including the 2001 attack on the Parliament House in New Delhi, the 1999 hijacking of Indian Airlines flight IC-814, and the 2016 Pathankot airbase attack. His involvement in the 2019 Pulwama attack was confirmed through evidence from a co-conspirator's phone. India and the US jointly proposed to designate him as a global terrorist on 27 July 2022. However, China put this proposal on hold, extended the hold multiple times, and finally blocked it on 10 May 2023.

Abdur Rehman Makki is the brother-in-law of Hafiz Saeed and has held important positions within Lashkar-e-Taiba (LeT), including leading its political affairs wing and foreign relations department. He is also accused of raising funds for LeT. China initially blocked the proposal to sanction him in 2022 but lifted the hold in 2023, allowing his name to be added to the UN sanctions list. Afterwards, Pakistan informed the UN that Makki had died, raising suspicion among Indian security agencies.

Talha Saeed, the son of Hafiz Saeed, and Shahid Mehmood, deputy chief of the Falah-i-Insaniyat Foundation (FIF), a front group for LeT,  have both faced proposals for sanctions from India and the US. Since 2022, China has blocked these proposals, preventing their designation as global terrorists.

Shahid Mehmood Rehmatullah is the deputy chief of the Falah-i-Insaniyat Foundation (FIF), a banned group linked to Lashkar-e-Taiba (LeT) in Pakistan. He is accused of sending funds disguised as religious donations to build support networks in India for anti-India activities. The National Investigation Agency (NIA) has listed him as wanted in connection with the 2018 FIF terror funding case.

The United Nations Security Council (UNSC) has not yet added the name of The Resistance Front (TRF) to the global terrorist list. TRF is an offshoot of LeT and is believed to be responsible for the attack in Pahalgam on 22 April.
