The Meghalaya State Pollution Control Board (MSPCB) has fined the National Highways and Infrastructure Development Corporation Limited (NHIDCL) ₹15 lakh after mud and waste from the Shillong–Dawki road project were found flowing into the Umngot River in West Jaintia Hills.
The Umngot, famous for its crystal-clear water, has turned muddy in the past few weeks, worrying local people and environmental groups. An MSPCB team inspected the area last week and confirmed that soil from the JICA-funded road project was being dumped into streams that feed the river.
Following the inspection, MSPCB Chairman R. Nainamalai issued a notice to NHIDCL’s General Manager (Projects), directing the company to pay the fine as environmental compensation for violations at four sites.
“The company has been given 15 days to remit the amount via demand draft or banker’s cheque payable to the Member Secretary, MSPCB, Shillong,” an official said.
The notice mentions violations under the Water Act (1974), Air Act (1981), and the Environment Protection Act (1986).
The MSPCB has also ordered NHIDCL to submit a full report explaining:
How the pollution happened
What steps have been taken to fix it
What measures will be put in place to stop further contamination
Officials warned that if the company fails to follow the rules, it may face more penalties or even a halt to the road project. “Such practices have seriously affected water quality and aquatic life,” a senior board official said.
The Shillong–Dawki road, which links to the India–Bangladesh border, has often been criticised for poor waste handling and unchecked dumping.
Environmental activists welcomed the action but said it must go further. “Fines alone are not enough. Continuous inspections and proper waste disposal systems must be ensured,” said a local environmental advocate from Amlarem.
The MSPCB said it will continue to monitor the project and take more action if violations continue.
