A bizarre case has come to light in Bihar where a residence certificate was issued in the name of a dog, listed as “Dog Babu,” on the government’s official RTPS (Right to Public Services) portal in Masaurhi, near Patna. The certificate featured a dog’s photograph and listed the father’s name as “Kutta Babu” and the mother as “Kuttiya Devi.” It also carried the digital signature of a revenue officer, making it appear completely genuine.
What made the matter worse is that the certificate carried the digital signature of a revenue officer, making it look completely real and official. This has caused huge embarrassment to the administration and exposed serious flaws in the government’s system.
When the incident happened
The incident comes at a time when Bihar is running a major drive to update voter lists and citizen records under the State Identification Registry (SIR). The opposition is now questioning how reliable these records really are. Political parties slam the government. Political leaders have used this case to attack the government. Swaraj India leader Yogendra Yadav said, “This is the same certificate being used for the SIR, while Aadhaar and ration cards are being called fake.”
The Congress party even joked that “Dog Babu” might vote for the BJP or become their candidate, calling the whole process a manipulation of the electoral system.
Government reacts, FIR filed
As the image of the certificate went viral, authorities cancelled it and launched an investigation. Officials said an FIR has been filed against the person who applied for the certificate, the computer operator, and the revenue officer who signed it. The local Sub-Divisional Officer has been asked to complete a probe and submit a report within 24 hours. Strict action has been promised.
More fake certificates found
This is not the first such case. Just two weeks ago, another fake certificate was found in the Munger district. This one was issued in the name of “Sonalika Kumari” and had a photo of a tractor on it. The village mentioned was even named “Tractorpur Diara.”

These incidents show how easily Bihar’s digital systems can be misused. At a time when digital identity is becoming important for voting and getting government services, these mistakes raise serious concerns about data accuracy, security, and misuse of government portals.
