The Central Reserve Police Force (CRPF) is planning to take action against Constable Munir Ahmed for marrying a Pakistani woman without getting official permission. This has raised concerns about breaking rules and possible risks to national security.

According to a report seen by News18, Ahmed who is currently posted with the 41st Battalion, had applied for approval to marry a woman named Menal Khan from Pakistan. But before he got any official response, he went ahead and married her through a WhatsApp video call on May 24, 2024.

The CRPF is now reviewing the case and starting a disciplinary process. The report also mentions that it was a policy matter, and officials in the Jammu and Kashmir zone had already suggested that permission for the marriage should not be given.

The report reviewed by News18 says that since this case involves marriage to a Pakistani woman and touches on national security, it needs a policy-level decision. The Jammu & Kashmir Zone headquarters was informed, and it was suggested that permission (NOC) should not be granted, and a clear policy should be made for such cases.

The report also points out several lapses in constable Munir Ahmed’s conduct. These include not informing the department that his wife stayed in India after her visa expired, and possibly giving misleading statements during court proceedings.

According to the report, Constable Munir Ahmed went ahead with his marriage to Pakistani national Menal Khan without waiting for official approval from the CRPF. The department noted that while his request to marry her was still under review, he married her through a WhatsApp video call.

The report also says that Menal Khan entered India via the Wagah Border on a tourist visa valid until March 22, 2025. However, Ahmed did not inform the department that she continued staying in India after her visa expired. He also claimed that she had applied for a Long Term Visa, but failed to report this development to his superiors.

After the recent Pahalgam terror attack and the Centre's order to deport all Pakistani nationals, Menal Khan was taken to the Wagah Border for deportation. However, the Jammu and Kashmir High Court intervened, granting her a 10-day stay on April 29, 2025, until the next hearing.

The CRPF has found that Constable Munir Ahmed violated Rule 21(3) of the CCS (Conduct) Rules, 1964, by marrying a Pakistani national without permission. As a result, the force is now considering departmental disciplinary action against him.
