As Bihar gears up for assembly elections later this year, the Election Commission (EC) is introducing tech-enabled voter ID cards to make the voting process easier and more secure. After the final Special Intensive Revision (SIR) of electoral rolls is publishedon September 30, voters in the state will begin receiving these upgraded ID cards.
What are Tech-enabled voter ID cards?
Tech-enabled voter ID cards are advanced versions of the traditional Elector's Photo Identity Card (EPIC). They will carry the latest photographs submitted by voters during the SIR process and include advanced security features such as QR codes to prevent duplication or forgery. The new cards will be issued in both physical and digital formats, ensuring convenience and security.
The digital version, called e-EPIC (Electronic Electoral Photo Identity Card), is a non-editable, secure PDF that voters can download on their smartphones or computers. Each e-EPIC comes with a QR code containing important information like the voter’s serial number, part number, and demographic details.Voters can store it digitally and use it along with their physical card or as a standalone ID if they forget the physical copy.
How will voters get the new cards?
New applicants who submitted Form-6 with a registered mobile number will be able to download their e-EPIC first, while existing voters can access theirs in later phases after verifying their mobile number. Physical voter ID cards will also be delivered to all voters, with the Election Commission promising delivery within 15 days of application. Additionally, voters can track the status of their cards in real-time through SMS updates and the NVSP portal.
Why are tech-enabled voter IDs being introduced?
The Election Commission (EC) says these upgraded voter ID cards will help in several ways.They will reduce delays in issuing cards, prevent voter fraud and impersonation at polling booths, and make the electoral rolls more accurate. Also, these tech-enabled IDs align with the Digital India initiative, making the voting process more convenient and accessible for citizens.
Why Now?
Bihar has 7.24 crore voters according to the draft rolls published on August 1. The assembly electionsare scheduled for October-November 2025, and the EC hopes that the new cards will streamline voter verification, reduce impersonation, and enhance the overall efficiency of the election process.
These tech-enabled voter ID cards mark a major step in modernising India’s electoral system and making the voting process safer and more voter-friendly.
