Albania’s Prime Minister Edi Rama announced that the country’s first-ever artificial intelligence minister, Diella, is “pregnant.” Speaking at the Global Dialogue (BGD) in Berlin, Rama said that Diella will “give birth” to 83 AI ‘children’, each one designed to help members of parliament.
“We took quite a risk today with Diella here, and we did very well. So for the first time, Diella is pregnant and with 83 children,” Rama said. He further explained that each AI assistant will “serve as an assistant for those who will participate in parliamentary sessions, and will keep a record of everything that happens, and will suggest members of parliament. These children will know their mother,” he added.
Diella: The AI minister leading Albania’s tech leap
Albania recently made history by becoming the first country to appoint an AI bot as a government minister. Diella, whose name means ‘sun’ in Albanian, has been tasked with overseeing all public tenders for private contractors working on government projects.
According to the Prime Minister, this move is aimed at fighting corruption and increasing transparency in public spending. Rama said the AI system will ensure that all tenders are handled fairly and “100 per cent corruption-free.”
The Balkan nation has long struggled with corruption, money laundering, and organized crime, which have hurt its reputation globally. With Diella now in charge of monitoring tenders, the government hopes to reduce human bias and political favoritism in its decision-making process.
Rama, who began his fourth consecutive term as Prime Minister in May 2025, described Diella as “the first cabinet member who isn’t physically present, but is virtually created by AI.”
With Diella and her 83 “AI children,” Albania aims to set a global example of how technology can help clean up governance, even if the announcement sounded more like a scene from science fiction.
