Cindy Rodriguez Singh, a 40-year-old woman from the United States, has been added to the FBI’s Ten Most Wanted Fugitives list in connection with the alleged murder of her six-year-old son, Noel Alvarez. The FBI has also raised the reward for information leading to her capture from $25,000 to $250,000.
Singh is accused of capital murder, and authorities say she disappeared in March 2023 after boarding a flight from Texas to India with her husband, Arshdeep Singh, and their six children. Noel was not seen boarding the flight and hasn’t been seen since October 2022.
In March 2023, officers from the Everman Police Department carried out a welfare check on Noel after receiving a request from the Texas Department of Family and Protective Services. During the visit, Singh claimed that Noel had been staying with his biological father in Mexico since November 2022—a statement authorities later confirmed was untrue.
Investigators say Singh gave varying accounts to different individuals, including a claim that she had “sold” her son to a woman in a supermarket parking lot. However, authorities have found no evidence to back up that statement.
Witnesses also told police that Singh believed Noel was “evil, possessed or [had] a demon in him” and feared he might “hunt” her newborn twins.
USA Today reported that Noel suffered from serious health issues, including chronic lung disease, and needed oxygen support. Investigators say he was subjected to severe neglect and abuse. Witnesses said Singh withheld food and water from him, didn’t want to change his diapers, and even hit him with a set of keys when he tried to drink water.
One day before the family left for India, police say Arshdeep Singh was seen throwing away a carpet, which was later searched by a dog trained to detect human remains. The dog also alerted authorities to a newly built patio at the family’s home.
On October 31, 2023, Singh was officially charged with capital murder in Tarrant County, Texas. On November 2, just two days later, a federal arrest warrant was issued against her for fleeing to avoid prosecution.
She was born in Dallas, Texas, in 1985. According to the FBI, Singh is between 5'1" and 5'3" tall, weighs between 120 to 140 pounds, and has brown eyes and hair. She also has several tattoos on her arms, legs, back, and calves.
“The disappearance and suspected death of Noel Alvarez is still fresh in the minds of everyone in Everman as well as throughout North Texas,” said FBI Dallas Special Agent in Charge R. Joseph Rothrock.
“The addition of Cindy Rodriguez Singh to the FBI's Ten Most Wanted Fugitives List is an opportunity to bring this case to the eyes and ears of citizens across the country and around the world."
He added, "We are confident that this publicity will culminate in her arrest and that she will be returned to the United States to answer for her alleged crimes."
