India plans to train 175 Maldivian civil personnel in 2024–2025: Personnel Ministry

The renewed relationship will enhance the capacity of Maldivian civil officials in public policy, governance, and field administration.

According to an official statement issued on Thursday, India plans to train 175 Maldivian civil personnel through a tailored curriculum in specific subjects. A bilateral meeting between National Centre for Good Governance (NCGG) Director General V Srinivas and Maldives Civil Service Commission President Mohamed Nasih was held on Thursday to finalize the implementation modalities of the India-Maldives MoU for providing training to Maldivian civil personnel. This training initiative, set to span a five-year period from 2024 to 2029, will focus on enhancing the skills and capabilities of Maldivian civil personnel, according to the statement.

Renewal of Memorandum of Understanding (MoU)

On August 9, the NCGG, Government of India, and the Civil Service Commission (CSC), Republic of Maldives, signed and renewed a Memorandum of Understanding (MoU) for capacity-building programs for 1,000 Maldivian civil servants in Malé, Maldives.

External Affairs Minister S Jaishankar and Maldives Foreign Minister Moosa Zameer extended the Memorandum of Understanding for the period 2024-2029 as part of their development partnership negotiations, according to a Personnel Ministry statement.

In response to the CSC Maldives’ needs, the NCGG decided to develop bespoke programmes for middle and senior civil officials in the Maldives, it stated, “The CSC Maldives requested for tailor made specialised programmes in specific disciplines for which NCGG will be designing need-based modules. Five (5) programmes will be held in the year 2024-25 targeting a total of 175 civil servants,” the statement added.

Milestones Achieved

The NCGG reached a significant milestone in 2024 when it completed the mandate to train 1,000 civil servants, including Permanent Secretaries, Secretary Generals, and high-level Maldivian delegates, over 32 field administration capacity building programs. These programs included those for the Anti-Corruption Commission (ACC) and the Information Commission Office of the Maldives (ICOM), in accordance with the Memorandum of Understanding signed on June 8, 2019.

The statement added that the Maldives’ Ministry of Foreign Affairs had asked for the Memorandum of Understanding to be renewed for an additional five years, acknowledging the success of this partnership.

It further stated that this renewed relationship will further improve the links between India and the Maldives by enhancing the capacity of Maldivian civil officials in public policy, governance, and field administration. The NCGG is dedicated to promoting international cooperation and knowledge sharing on public policy and governance.

The organization’s mid-career capacity building initiatives prioritise citizen-centric governance, enhance service delivery, and foster innovative approaches to governance. These initiatives also highlight India’s top achievements in digitally transforming institutions and empowering individuals.
