The declaration was made in response to requests from a few NATO allies to allow Ukraine to intensify its operations on Russian territory. Putin underscored the seriousness of the issue while on a visit to Uzbekistan, saying,
Before supporting operations far into Russian territory, he advised European nations, especially the smaller ones to weigh the consequences. Such activities could have far-reaching consequences because of the restricted space and densely inhabited places.

Additionally, Putin avoided responsibility, saying that Western arms dealers would still be accountable even if Ukraine's soldiers executed the strikes.
He also issued a warning against the official sending of Western military instructors to Ukraine, saying such a move would only lead to a wider confrontation.
European nations continue to differ over the deployment of military instructors to Ukraine, as acknowledged by EU Foreign Affairs Chief Josep Borrell. Germany and other opponents feared that this would lead to more hostilities with Russia, which possesses nuclear weapons.
Notably, as part of a bloc-wide effort launched in 2022, EU nations had previously trained 50,000 Ukrainian troops outside the war-torn nation.
Volodymyr Zelensky, the president of Ukraine, has been aggressively pursuing support from Western friends. To strengthen Ukraine's defense capabilities, he has asked for more weapons and longer-range missiles. Ukraine is facing many difficulties as the Russian attack moves into its third year, one of which is the absence of air defense equipment.
"We also have the weapons that can strike targets on their territory, and what they are now suggesting and scaring the world with raises the real threat of a nuclear conflict that will mean the destruction of our civilization," Putin stressed in his two-hour speech.
His remarks are a sobering reminder of the fine line that separates calamity from deterrent.
Secret talks between the two parties took place not long after Russia invaded Ukraine in February 2022, close to the town of Lyakhavichy, which is located approximately 30 miles from the border between Belarus and Ukraine.
These discussions, which may have brought an end to the war, sought a peaceful settlement of the dispute.
The UN Secretary-General voiced doubts in January 2023 on the viability of setting up "a serious peace negotiation" between the warring parties in Ukraine.
There had not yet been a complete resolution, despite continuous efforts.
