The FIR filed by AAP leader and Rajya Sabha MP Swati Maliwal against Delhi CM Arvind Kejriwal's Personal Secretary Bibhav Kumar reveals shocking details of the assault.

The report alleges that Maliwal was hit several times and received threats during the incident.

According to the FIR based on Maliwal's complaint, which was recorded on Thursday, three days after the incident, say that Kumar was not present at the CM's house, she went inside the residential area "through the main door, as she has always done in the past year" and told the CM's staff that she was there to meet him. She was informed that the CM was "present in the house" and instructed to wait in the drawing room. According to the FIR, a staff member approached her and informed her that the CM was on his way to speak with her.

While waiting for the Chief Minister, Kumar is said to have entered the room unexpectedly, yelled at Maliwal, insulted her, and then allegedly attacked her.

“PS of CM, Bibhav Kumar barged in suddenly… he started screaming without provocation and abused me… he slapped me 7 to 8 times while I continued screaming… I was screaming for help again and again but no one came,” the FIR reads.

Legal Action

Maliwal claims that when she tried to call the police during the assault, Kumar threatened her with serious consequences. Security personnel, reportedly acting on Kumar’s instructions, later told her to leave.

After the incident, Maliwal returned to her previous home in Civil Lines, accompanied by some police officers. She initially went to the police station but left without making a formal complaint due to her injuries and distressed state.

The report further details the assault, claiming that Kumar attacked her violently, causing her to hit her head on a table and kicked her in the chest, stomach, and pelvic area, despite her informing him that she was menstruating.

Following the release of certain visuals from the Chief Minister’s residence in the media, Maliwal publicly denounced Kumar, accusing him of trying to manipulate the situation to his advantage. She stated that the truth would come out once the CCTV footage was reviewed.

Kumar has been charged under several sections of the Indian Penal Code, including those related to assault, intimidation, and causing harm. Senior police officials have taken Maliwal’s statement, and she has been medically examined at AIIMS.

As of now, neither Kumar nor the AAP have made any public statements regarding the incident.
