2023 Parliament Security Breach: 6 accused to face prosecution under Anti-Terror law

Chargesheet Filed: Parliament Security Breach

The Special Cell of Delhi Police submitted its initial chargesheet regarding the 2023 Parliament security breach on Friday. The chargesheet, which consisted of 1,000 pages, was filed against six individuals: Manoranjan D, Lalit Jha, Amol Shinde, Mahesh Kumawat, Sagar Sharma, and Neelam Azad. They were brought to court as their judicial detention period came to an end.

The court received submissions from Special Public Prosecutor Akhand Pratap Singh and Advocate Samriddhi, indicating that prosecution sanctions under Section 186 IPC and Section 13 of UAPA are pending. They informed the court that a supplementary chargesheet would be submitted within two weeks.

The court has set the submission and review of the supplementary chargesheet for July 15 and extended the judicial custody of all six defendants until the next hearing. On December 13, 2023, two of the accused stirred up a commotion in the Parliament by activating color spray canisters concealed in their footwear.

The previous Thursday, Delhi’s Lieutenant Governor (LG), VK Saxena, granted prosecution sanction under the Unlawful Activities (Prevention) Act against the six defendants. This sanction was in response to the alleged attack on Parliament on December 13, 2023, during the House proceedings.

Following a complaint from the Lok Sabha’s Security Officer, Delhi Police registered a case under FIR No. 142/23 on December 14, 2023. The charges included sections 186/353/452/153/34/120B of IPC and 13/16/18 UA (P) Act. The case was initially handled by the Parliament Street Police Station.

The case was later transferred to the Counter Intelligence Unit of the PS Special Cell in New Delhi for further investigation. During the course of the investigation, all six accused were arrested and are currently in judicial custody. The case revolves around a security breach that occurred in Parliament on the anniversary of the Parliament attack on December 13, 2023.
