Three days after heavy rain in Delhi caused flooding in a Delhi coaching centre's basement, killing three aspirants to the civil service, the Municipal Corporation of Delhi (MCD) took action against the coaching centre for violating rules. In this regard, MCD established a high-level committee to look into the occurrence that occurred in the Old Rajinder Nagar neighborhood of central Delhi.
A number of coaching centers operating illegally out of basements have been found, according to an Municipal Corporation of Delhi official, and steps are being taken to address them. In a previous incident, a big fire at an institute in Mukherjee Nagar last year forced several people to leap from the building in order to escape, and the MCD used the opportunity to examine coaching centers.
Rau's coaching center broke construction requirements from the cellar to the third story, according to the MCD's survey. Afterwards, the proprietor of the coaching center received a show-cause notice from the MCD in August 2023. This did not stop the misuse, either.
After the issue was brought up with the Deputy Commissioner of the Karol Bagh Zone, the owner was able to secure the much-needed fire no-objection certificate (NOC) on July 9 of this year. Still, the basement and the three levels above were being misused. The basement flooded as a result, which sadly led in the three UPSC candidates' deaths.
During its examination, the MCD found many infractions, which indicated that the basement had been converted into a library.
Owner Sent to Judicial Custody
In the meantime, Rau's IAS Study Circle's owner and organizer was placed in 14 days of judicial detention by a Delhi court on Sunday.
Owner of the teaching facility Abhishek Gupta and coordinator Deshpal Singh appeared before a magistrate, who ordered both of them in judicial prison for a period of 14 days.
Under Section 105 (culpable homicide), Section 106(1) (death of any person by doing any rash or negligent act not amounting to culpable homicide), Section 115(2) (punishment for causing hurt voluntarily), and Section 290 (negligent conduct with respect to pulling down, repairing, or constructing buildings), the police have filed a First Information Report (FIR).
